Executive Summary

Dayton International Airport Land Use Study

The Dayton International Airport (Airport) plays a critical role in economic growth of the Dayton MSA as well as greater Southwestern Ohio. The Airport contributes to the prosperity of the entire region. The Airport will enhance its ability to grow the region’s economy by developing and offering additional land assets to attract new investment and retain existing businesses.

The Airport embarked upon an extensive Land Use Study in August 2008 in order to uncover new opportunities for economic growth. The Land Use Study identified opportunities and constraints associated with development of specific Airport properties; includes conceptual plans and sequencing schedules for that development; and estimates an order of magnitude for development costs. The Study yielded “The Land Use and Development Options Plan.”

Specifically, the Land Use Study identified 650 acres. The acres are divided into Area 1; Area 2, and Area 3 on and around the Airport designated for aviation and non-aviation uses. The Airport has identified the highest and best uses of the proposed areas, as well as the constraints and obstacles that may hinder development. The overall goal of this Study is to maintain consistency with the proposed Future Airport Layout Plan, the Airport Strategic Business Plan, and the Community Plans as adopted by the Miami Valley Regional Planning Commission, City of Dayton, Montgomery County, and the surrounding jurisdictions.

The 650 acres identified in the Land Use Study are located inside the Dayton MSA which is comprised of four counties (Miami, Montgomery, Greene, and Preble) with 54 municipalities and about 1700 square miles. Dayton is situated at the crossroads of southwestern Ohio’s major transportation routes – I-70 and I-75. The area has a distinct heritage in manufacturing and innovation, beginning with its roots in aviation and now related to many high-tech industries such as human and health sciences, sensors, and advanced materials.

Area 1

This area has frontage on US 40 (National Road) and is located along the West side of the entrance to the Airport. Due to the proximity of this area to the proposed new Hotel site at the Airport, as well as the ease of ingress/egress, this area has the most flexibility and is currently shown with the highest number of various land uses.

Area 2

This area contains both Aviation and non-Aviation areas and is generally located in the southeast portion of DAY, also. The Aviation portion of this area is adjacent to an existing private general aviation (GA) Airport hangar.

Area 3

This area is proposed for warehouse/distribution/logistics with some office use. It is generally located in the northern portion of DAY. It does not have high visibility. One thing that makes this area very different from other surrounding areas is the possibility of extending the rail line into the area.
